GIS Strategic Plan - formerly known as the GIS Master Plan
About the Strategic Plan
In December 2006, Dr. Garry Cooper of Appalachian State University conducted a series of workshops to identify GIS needs for the City over the next three to five years. The document available below (PDF format, 2MB) identifies the participants and describes the process, workshop results, and the next step.
The focus of this GIS Strategic Plan is to get an overall concept of the use and value of GIS to the various departments throughout the City, and to identify the projects that they would like to undertake in the next three to five years. From these projects will come action plans, and an identification of the data layers that will be necessary to complete the projects.
The GIS Strategic Plan will be updated again in August 2008.

Previous Versions of the GIS Strategic Plan
2004-2005
The GIS Master Plan was updated with the assistance of Dr. Garry Cooper of Appalachian State University in December 2004.
2001-2002
The Local Government GIS Development Guide served as a primary resource in the organization and development of this first-ever GIS Master Plan for the City of Salisbury.
The intention of the plan is to set forth the procedures and methods used for planning the GIS, evaluating potential data sources and data needs, evaluating hardware and software solutions, building the GIS data base, developing GIS applications, and planning for the long term maintenance of the GIS system and the data.
The GIS Master Plan focuses on the GIS data. The importance of data is commonly overlooked, despite being both the most expensive ad the most integral part of an enterprise GIS. Data must be collected, stored, maintained, and archived in such a manner as to ensure continued availability and utility to users of the enterprise GIS.
